§ 8. Employee development.

Attendance at workshops, conventions, seminars, short courses, or professional meetings which will enhance the development of employees is encouraged to the extent practical and feasible. The attendees may be asked to provide a written summary of their activities or to conduct short courses or workshops for other employees when they return. Applications must be made with the appropriate department head before attendance is approved and leave can be granted for this purpose.
