§ 1. Employment generally.

    Employment is for an indefinite period and unspecified term and neither this ordinance nor any rule, guideline, or policy promulgated supplemental to this ordinance is intended to be an employment contract.

    B.

    No person shall, on the basis of race, color, religion, sex, age, national origin, handicap, veteran status, or any other non-merit factor, be discriminated against in any employment practice.
