§ 4. Compensation and benefits.

  • A.

    (1)

    Full-time employees shall be compensated according to the municipal pay plan.

    (2)

    Classification and pay changes affecting an employee shall become effective at the beginning of each municipal fiscal year.

    (3)

    Any part-time firefighter who is scheduled by the Carencro Fire Chief to, and who does, engage in firefighting activities on behalf of the City of Carencro on or during any municipal holiday, as said holidays are defined by this Code, shall receive as compensation for such firefighting activities a rate of pay which equals 1.5 times the normal (non-holiday) part-time rate of pay paid to said firefighter by the City of Carencro. For the purposes of this provision, the term "firefighting activities" is defined as any activity/activities conducted for, or on behalf of, the Carencro Fire Department, where same has/have been authorized by the Carencro Fire Chief.

    B.

    The municipality may make the following deductions from an employee's pay when specifically authorized in writing by the employee:

    (1)

    Insurance premiums.

    (2)

    Hospital medical plan premiums.

    (3)

    Charitable contributions.

    C.

    Worker's compensation. In the event employees are injured in the course and scope of their work, the city will abide by all applicable requirements of the Louisiana worker's compensation laws.

    D.

    Insurance.

    (1)

    Through programs selected by the council, the municipality shall offer group hospitalization, accident, and major medical insurance coverage and life insurance coverage for full-time employees. The municipality may, by separate act, contribute toward premium payments for full-time employees.

    (2)

    The municipality may make supplemental insurance programs available to full-time employees. However, the employee shall pay all of the premiums for such supplemental insurance.

    (3)

    Coverage in an insurance program offered by the city shall be optional for each full-time employee, except for medical insurance. As a condition of employment, when the city contributes toward insurance premiums for full-time employees, the employee is required to enroll in the group health insurance program. The employee may also enroll family members, however, the cost for enrolling family members shall be the responsibility of the employee. The exceptions to this requirement are as follows: when the employee provides verifiable proof indicating that the employee has medical insurance through his or her spouse or through some other program or if the employee is denied medical insurance coverage. Once proof of medical insurance or denial of medical insurance is provided, the employee may enroll into a life policy or deferred compensation program offered by the city, for the same premium amount contributed by the city for employees enrolled in the medical insurance program.

    E.

    Social security.

    (1)

    It is the policy and purpose of the municipality to extend the provisions of section 1 of Act 204, regular session of the Louisiana Legislature of 1952, as amended, providing social security to eligible officers and employees of the municipality. In pursuance of this policy, and for such purpose, the officers of the municipality shall take such appropriate action as may be required by applicable state or federal laws and regulations.

    F.

    Retirement.

    (1)

    The municipality is a participating employer in the ARS Retirement Corporation Defined Contribution Prototype Plan by Adoption Agreement #004. The details of the plan are set out in the adoption agreement document. (See addendum 3 for additional detail.)
